This is to give notice that Hardin County has determined the following proposed action is located in a 100-flood plain and/or wetland, and that the County will be identifying and evaluating practical alternatives for mitigating the potential impacts on the floodplain/wetland from the proposed action, as required by Executive Order 11988 (Floodplain Management) and 11990 (Protection of Wetlands), in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management and Protection of Wetlands.
Project Name: Hardin County 2025 CDBG Program
Source of Federal Funds: CDBG Funds
Location: Kenton, Ohio
Project Description: Install four items of playground equipment in Wharton Park Playground.
The project, as proposed, is in the 100-year flood plain (FEMA FIRM 3900253 0001C, effective 04-17-96).
The projects total acreage is 0.06 acres, and will not entail any in-water work.
Hardin Countys alternatives regarding sponsorship of the proposed action include:
1. Approval as proposed;
2. Disapproval;
3. Approval only if all improvements are located outside of the flood plain/wetland;
4. Approval of an equivalent project site located outside of the flood plain/wetland; and
5. Approval only if no fill is added in flood plain/wetland areas.

Any individual, group, or agency may submit written comments for consideration to Hardin County by U.S. mail or email at the addresses above before December 29, 2025, which is at least 15 days after the publication of this notice.

Sealed bids will be received by the Kenton City School District Board of Education as provided in this notice for the Kenton High School Restroom/Locker Building Project. Questions may be directed to and electronic copies of the Contract Documents, which include additional details, are on file and available by contacting Ann Rethman, Rethman Design, Inc., at rethmandesign@gmail.com.
Bids shall be enclosed in a sealed envelope addressed to the Kenton City School District Board of Education, ATTN Jill Smith, Treasurer, 222 W. Carrol Street, Kenton, Ohio 43326, and plainly marked on the outside "KENTON CSD HS RESTROOM/LOCKER BUILDING PROJECT BID." Bids will be received until 2:00 p.m., local time December 22, 2025 and immediately after the deadline the bids will be opened and publicly read aloud.
All bids must include a Bid Guaranty, as described in the Instructions to Bidders. Prevailing wage rates do not apply. No bidder may withdraw its bid within 60 days after the opening; the Board reserves the right to waive irregularities, reject any or all bids, and conduct necessary investigations to determine bidder responsibility.
