New Interceptor Sewer
General Notice
The City of Upper Sandusky (Owner) is requesting Bids for the construction of the following Project:
New Interceptor Sewer
Bids for the construction of the Project will be received at the City Offices located at 119 North 7th Street, Upper Sandusky, Ohio 43351 until Wednesday, December 3, at 11:00 a.m. local time. At that time the Bids received will be publicly opened and read.
The Project includes the following Work:
The project involves the installation of an interceptor sanitary sewer on the west side of the City of Upper Sandusky to intercept flow and carry it directly to the waste water treatment plant.
Bids are requested for the following Contract: New Interceptor Sewer
Owner anticipates that the Project’s total bid price will be approximately $4,600,000. The Project has an expected duration of 180 days. Final pay application must be submitted by no later than Wednesday, July 15, 2026 due to the funding agency requirements.

Bidding Documents may be downloaded from the designated website. Prospective Bidders are urged to register with the Peterman Associates, Inc. as a plan holder, even if Bidding Documents are obtained from a plan room or source other than Peterman Associates, Inc. in either electronic or paper format. The designated plan rooms will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through Peterman Associates, Inc.. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than Peterman Associates, Inc..

Prospective Bidders may obtain or examine the Bidding Documents at the Issuing Office on Monday through Friday between the hours of 9:00 a.m. and 4:00 p.m., and may obtain copies of the Bidding Documents from the Issuing Office as described below. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the Issuing Office.
Printed copies of the Bidding Documents may be obtained from the Issuing Office by paying a deposit of $100.00 for each set. Make deposit checks for Bidding Documents payable to Peterman Associates, Inc.. Digital copies (PDF) of the detailed plans, specifications, and contract documents can be emailed to the prospective Bidder at no charge by contacting Peterman Associates. Questions shall be directed to Peterman Associates by phone at (419)-422-6672, fax at (419)-422-9466, or email at petermansw@aol.com.
Should a Bidder find any discrepancies in or omissions from any of the documents, or be in doubt as to their meaning, he shall advise the Engineer in writing, who will issue the necessary addenda or revised drawings as may be appropriate. However, no request for clarification or information will be accepted after three (3) days before the date on which bids are due.
Successful Bidder must be an Equal Employment Opportunity Employer, which prohibits discrimination based on race, creed, color, national origin, sex, age, handicap, political affiliation, or religious beliefs. The City of Upper Sandusky is an Equal Employment Opportunity Employer.
Proposals must be submitted on the form furnished by the City and must contain the name of every person, firm or corporation interested therein. Bids shall be sealed and marked as “New Interceptor Sewer” and mailed or delivered to the City of Upper Sandusky.
Bidders are required to file with their bid a Guaranty Bond in the full amount of the bid or a certified check, a cashier's check, or a letter of credit pursuant to Chapter 1305 of the Ohio Revised Code in the amount of 10% of the bid.
Each bidder is required to furnish with its proposal a Bid Guaranty and Contract Bond in accordance with Section 153.54 of the Ohio Revised Code. Bid security furnished in Bond form shall be issued by a Surety Company or Corporation licensed in the State of Ohio to provide said surety.
Each proposal must contain the full name of the party or parties submitting the proposal and all persons interested therein. Each bidder must submit evidence of his experiences on projects of similar size and complexity. The owner intends and requires that this project be completed no later than August 1, 2025.
All contractors and subcontractors involved with the project will to the extent practicable use Ohio products, materials, services, and labor in the implementation of the project. Additionally, contractor compliance with the equal employment opportunity requirements of Ohio Administrative Code Chapter 123 is required.
Bidders must comply with the Davis-Bacon prevailing wage rates.
The proposal bond or certified check submitted with the bid will be held as a guarantee that if the proposal is accepted, a contract will be entered into. Proposal bonds and certified checks will be returned to all Bidders after the contract has been entered into and secured by a performance bond of 100% of the contract with a satisfactory surety for the faithful performance of the work.
The successful Bidder will be required to execute an affidavit relative to delinquent personal property taxes pursuant to the provisions of Section 5719.042 of the Ohio Revised Code prior to entering into a contract with the City.
No Bidder may withdraw his bid within 60 days after the actual date of the bid opening.
The City of Upper Sandusky, Ohio intends to accept the lowest responsible bid for the project but reserves the right to reject any and all, or parts of any or all bids and to waive any minor informalities in any bid, or to make the award in the best interest of the City.

ORDINANCE NO. 36-14
Notice is hereby given that pursuant to Article V., Section 5.16, of the Municipal Charter of the City of Upper Sandusky, an Ordinance entitled, “AN ORDINANCE AUTHORIZING THE MAYOR OF THE CITY OF UPPER SANDUSKY TO APPLY FOR, ACCEPT, AND EXECUTE ALL DOCUMENTS NECESSARY FOR PARTICIPATION IN THE OHIO DEPARTMENT OF DEVELOPMENT BROWNFIELD REMEDIATION PROGRAM FOR THE PROPERTY LOCATED AT 850 MARSEILLES AVENUE, AND DECLARING THIS ACT AN EMERGENCY.”, was passed by the Council of the City of Upper Sandusky, Ohio, on the 17th day of November, 2025.  The purpose of this Ordinance is to work with Upper Sandusky Health Facilities and apply for, accept, and execute all documents necessary to participate in the Ohio Department of Development Brownfield Remediation Program for the cleanup, remediation, and demolition of the property located at 850 Marseilles Avenue, Upper Sandusky, Ohio 43351.

ORDINANCE NO. 37-14
Notice is hereby given that pursuant to Article V., Section 5.16, of the Municipal Charter of the City of Upper Sandusky, an Ordinance entitled, “AN ORDINANCE TO MAKE SUPPLEMENTAL APPROPRIATIONS TO THE ANNUAL APPROPRIATIONS ORDINANCE NO. 2-14, TO MAKE APPROPRIATIONS FOR CURRENT EXPENSES AND OTHER EXPENDITURES OF THE CITY OF UPPER SANDUSKY, STATE OF OHIO, DURING THE FISCAL YEAR ENDING DECEMBER 31, 2025.”, was passed by the Council of the City of Upper Sandusky, Ohio, on the 17th day of November, 2025.  The purpose of this Ordinance is to make supplemental appropriations to the City’s 2025 appropriations.

LEGAL NOTICE
RESOLUTION NO. 39-14
Notice is hereby given that pursuant to Article V., Section 5.16, of the Municipal Charter of the City of Upper Sandusky, a Resolution entitled, “A RESOLUTION AUTHORIZING THE MAYOR OF THE CITY OF UPPER SANDUSKY TO ENTER INTO A COOPERATIVE FISHING AGREEMENT WITH THE STATE OF OHIO.”, was passed by the Council of the City of Upper Sandusky, Ohio, on the 17th day of November, 2025.  The purpose of this Resolution is to approve a cooperative fishing agreement with the Ohio Department of Natural Resources to manage the fishery at the Upper Sandusky Reservoir #2 through June 30, 2035.
