NOTICE TO CONTRACTORS
Sealed bids for the Hardin County Multi-Township Roads Widening and Cold-Mix Resurfacing Improvements Project will be received by Fred M. Rush, President of the Hardin County Board of Commissioner’s Office at the Hardin County Courthouse, One Courthouse Sq., Suite 100, Kenton, Ohio 43326 until 11:00 a.m., on the 2nd day of December, 2025, and will be opened immediately thereafter.
Bid specifications and bid forms may be secured at the Hardin County Regional Planning Commission Office at the Hardin County Courthouse, One Courthouse Sq., Suite 130, Kenton, Ohio 43326 at no charge. Telephone: (419) 674-2215. PLEASE CALL AHEAD TO PICK UP THE BID DOCUMENTS.
Each bid must be accompanied by either a bid bond in the amount of 10% of the bid amount with a surety satisfactory to Hardin County, or by certified check, cashiers check, or letter of credit upon a solvent bank in the amount of not less than 10% of the bid amount in favor of Hardin County. Bid bonds shall be accompanied by Proof of Authority of the official or agent signing the bond.

Attention of bidders is called to all the requirements contained in the bid packet, particularly to the various prevailing wage rates, equal opportunity provisions, and the requirement for a bid guaranty and a performance bond for 100% of the contract price.
Each proposal must contain the full name of the party or parties submitting the proposal and all persons interested therein. Each bidder must submit evidence of its experience on projects of similar size and complexity. The owner intends and requires that this project be completed no later than October 31, 2026.
All contractors and subcontractors involved with the project will to the extent practicable use Ohio products, materials, services, and labor in the implementation of their project. Additionally, contractor compliance with the equal employment opportunity requirements of Ohio Administrative Code Chapter 123 is required.
No bidder may withdraw his/her bid within thirty (30) days after the actual date of the opening thereof. Hardin County reserves the right to waive any or all informalities and/or to reject any or all bids. Selection of bids will be based on the lowest and/or best bid.

A Lump Sum bid for the project will be received.
A prebid meeting will be held at 10:00 AM on Thursday, November 20, 2025 at 207 Wagner St., Alger, OH 45812. The pre-bid meeting is not mandatory but bidders are strongly encouraged to attend. The facility will be open for inspection at this time.
A Bid Security in the form of a certified check, cashier’s check, irrevocable letter of credit, or surety company bond pursuant to Chapter 1305 of the Ohio Revised code in the amount of 10% of the total bid shall accompany each bid; or a bid guaranty bond in accordance with Chapter 153.571 of the Ohio Revised Code in the amount of 100% of the total bid shall accompany each bid.
Successful Bidders shall conform to the Ohio “Schedule of Prevailing Wages”. The bidder may access the Ohio Department of Commerce, Wage & Hour Bureau at its website for current edition of wage rates.
The Contract Documents, including Drawings and Specifications, are on file for public inspection at the office of the Architect: Garmann/Miller & Associates Inc., Phone 419-628-4240: the office of the Upper Scioto Valley Ambulance District; Construction News Corporation, the McGraw Hill-Dodge Plan Room, the Builders Exchange and iSqFt.
Contract Documents may be purchased from DC Reprographics, 1254 Courtland Ave., Columbus, Ohio 43201; www.DCplanroom.com; Phone 614-297-1200. Each bidder is responsible for shipping cost or providing a shipping number for billing to the bidders account.
Each bid must be submitted in duplicate on a blank form furnished by the Architect, in a sealed envelope. Mark plainly on the outside of the envelope, the project you are bidding on. No bidder may withdraw their bid for a period of sixty (60) days after the bid opening.
The Owner reserves the right to reject any or all bids and to waive informalities, irregularities and/or errors in the bids to the extent permitted by law. This includes the right to extend the date and time for receipt of bids.

The Ridgemont Local Board of Education is offering to lease the school district’s approximate 15 acres of farm ground for agricultural purposes.  The lease will be for a period of 3 years with an option to extend for an additional 3 years. The parcel of farm ground is directly east of the football/track complex and extends to the railroad.  This ground lies next to the Hardin and Logan joint ditch and south to the preset fence line.
 Bids will be per acre.  Sealed bids will be accepted through 10:00 a.m. December 5, 2025, at the Ridgemont Treasurer’s Office located at 560 W. Taylor St., Mt. Victory, Ohio 43340.  Bids will be opened at 10:00 a.m. on December 5, 2025, at the Treasurer’s Office. 
 A down payment of half the bid per acre will be due on April 30, and the balance of the bid per acre will be due October 31, each farming season.
