PUBLIC ANNOUNCEMENT REQUEST FOR QUALIFICATIONS
The Village of Alger intends to contract design, engineering, and construction services in connection with the Alger Wastewater Treatment Facility Improvements. Firms interested in being considered for a contract to provide the required services should reply with a statement of qualifications no later than 12:00 P.M. on March 20, 2026. Statements received after this deadline will not be considered. Statements of qualifications should include information regarding the firms history; education and experience of owners and key technical personnel; the technical expertise of the firms current staff; the firms experience in performing engineering studies, design, construction administration and construction observation; availability of staff; the firms equipment and facilities; references; and any previous work performed for the Village of Alger. Statements of qualifications should be transmitted to: Paul Osborne, Village Administrator at 207 Angle St., PO Box 400, Alger, OH 45812, and may be submitted electronically via a PDF file to his email at posborne@wcoil.com. As required by Ohio Revised Code §153.65 73, responding firms will be evaluated and ranked in order of their qualifications. Following this evaluation, the Village of Alger will enter into contract negotiations with the most highly qualified firm. The preliminary project description is as follows:
Name of Project: Alger Wastewater Treatment Facility Improvements
Location: Village of Alger, Hardin County, Ohio.
Description: The Village of Alger under OEPA guidelines must rehabilitate its lagoons to properly treat the wastewater produced by the village. The current lagoons are incapable of meeting future demands of the village and are currently not compliant, thus a plan must be developed to ensure that the Village is OEPA compliant with wastewater treatment. Additional improvements include miscellaneous site improvements, lift station improvements, and potential solar power supplementation. The Village would be requiring bidding, permitting, and construction services.
Source of Funding: The Village of Alger intends to pursue available State loans and grants as well as possible federal loans and grants, including but not limited to the State Revolving Loan fund, Ohio Public Works Commission grants, Army Corp of Engineers funding.
Project Schedule Anticipated dates for design startup/completion: Summer/Fall 2026 / Summer 2027.
Anticipated dates for construction startup/completion: Mid to late 2027 / calendar year 2029.
