Kirby council members continue talks about dog barking legislation KIRBY — An ordinance penalizing the owner of dogs considered a continuous nuisance in Kirby may finally become a reality. Kirby Village Council received a revised version of a proposed ordinance from solicitor Richard Grafmiller, which states any person found guilty of owning a dog considered a nuisance could be issued a minor misdemeanor for a first offense.
