Village, city preps for Aug. 24 Battle of the Badges charity game Upper Sandusky Mayor Scott Washburn and Carey Mayor Jennifer Rathburn have agreed to terms for their bet for the upcoming Aug. 24 Battle of the Badges charity softball game. Washburn and Rathburn will be opposing managers for the game between the Upper Sandusky police and fire departments and the Carey police and fire departments,.
