Upper Sandusky Mayor Scott Washburn reads a proclamation for Arbor Day on Friday morning at Stepping Stones Park. Washburn read about J. Sterlin Morton, who first proposed the idea to the Nebraska Board of Agriculture in 1872 when more than a million trees were planted in the state.
